Trouble finding right click menu for tabs

Hello All,

Say, I've been looking through the code and can't seem to find where the radial menu on the "ribbon tabs" is created/populated? I've been out of the programming loop for a long while, and think it may have moved to the templates, but I'm not sure.

Any help is appreciated!
