That is actually the default theme for the 4E ruleset.

That looks better than any of the 5e themes. How can I use that in 5e?

Unfortunately, there is no way to extract the themes individually from the rulesets. It would require someone to put together an extension using the 4E graphics to build a 5E theme with the same look. The consideration is that it's not only graphics that need to be replaced, but also adjusting layout of fields to adapt to the new graphics.
