- How are they created in Fantasy Grounds

- Can PCs control NPCs as well, or is it only the DM?

- Can they be part of the party, or only used as foes?

NPCs are manually entered, or access directly in a library module - NPC libraries are available for most of the commercial rulesets. See this video for an example of manually entering a D&D 5E NPC: https://www.youtube.com/watch?v=f-POluSDHAc

PCs can control NPCs as well - the GM just needs to share the NPC record with them and change the NPC type to friendly.

Yes, they can be part of the party. You have two options: 1) Share the NPC record as mentioned above. 2) Build the NPC as if it was a PC, and give the player access to the (N)PC sheet to control.

And in the Savage Worlds ruleset you can dock an NPC (ally) to a PC sheet and attach it to their Combat entry so they act under the same initiative.
