DM allow movement on map?

Ok I am about to start running an adventure and for some reason can no figure out how to lock movement so that I have to approve it once the individual players initiate the move on their map? I figured it out (by accident) once but can not for the life of me figure it out again!!

I'm on the road right now, but I believe this option is accessible by right-clicking on a token and finding the Lock Tokens option (not Token Scale which is different)

Yeah right click any token and lock them, you can also just approve movement with middle mouse button.
