What you can do... is put hyperlinks in STORY entries and make them into Speech Bubbles and they will be clickable in the Chat Window....

Web links are available, but can only be included in modules via direct XML editing (i.e. not through the interface). Just change the link windowclass to "url".

So conceivably, I can develop an extension that creates NPC entries that can have Web links to their particulars?

For example, if a monster has 'blind sight' I can click it and trigger my browser to open if the link is embedded, correct?

You could do it through a custom module with the correct url links, or though an extension which overrides links in some way.
