I'm one of those not-so-tech-guys that needs some help. I'm at my wits end on how to enable port 1802. I run a new Dell laptop with windows 10, intel core i5. I've got a D-Link DIR-818LW router and a 2Wire modem. No matter what I try I can't successfully run a connectivity test to GM a game. I've tried so many things, I'm getting seriously confused. Right now I think everything is back the way I started. Can you please help and provide step by step process?

Heya - the OP has two routers - a cable/modem and a wifi/router so it required NAT on the Modem to forward TCP1802 to the WAN port of the Wifi and that forwards TCP 1802 to the GM PC.
Use dhcp reservations for the Wifi WAN (on the Modem) and for the PC (on the Wifi Router) otherwise it will mysteriously stop working one day.

PS I did already do static reservations - just posting it for the next person :)
