i have rebooted

The update server is probably getting murdered by all the users getting (or trying to get) the 3.17 update would be my guess.

I was having the same issue this morning. I disabled Smart Firewall on my Norton 360 and it ran fine, so it looks like Norton decided to block it again.

Clearly. Not sure when it happened but UpdaterEngine.exe was listed as Blocked. All better now.

Yeah, Norton blocked the updater for me too. So, always worth checking that it's not being blocked if there are problems with updating - no matter which AV you use.
