I know I could add all NPCs from each and export that to a Personalities module, but I lose the index options when I open the new module from the library. I was hoping I could merge the XML files, but when I tried to open the SRD Bestiary from the content.dat file, it's password protected.
Any ideas?

You can't access the SRD file so merging isn't an option.
Your best option (if you want indexing) is to use par5e (https://www.fantasygrounds.com/forums/showthread.php?27297-Par5e) to get the NPCs you want into FG.

Yeah, I was just trying to avoid duplicating monsters that were already in the Bestiary. Parsing is tedious, and I was trying to avoid adding a few. I guess I can always just use the Bestiary and my own parsed MM.

Indeed you can.
