Unpack Base Ruleset (PAK) files?

All the ruleset modifying guides seem to reference unpacking the original files for reference and modification, but the d20unpack.exe tool doesn't seem to exist in the FG dirs, where can I get the utility, or what format is it so I can manually work on the file? Thanks!

Nope, not what we mean - simply unzip the pak file with 7Zip or Winzip or whatever - and, conversly, use 7Zip or Winzip or whatever to re-pak the files and give the archive a .pak extension when you're done
