Can a Half-Elf be a Ancient Lorekeeper?

I thought Half-Elves count as both Elves and Humans for things that depend on race. This is the same as Half-Orcs going after the scarred witch doctor.

This was what I thought. But I was not positive so I figured I would ask in the forums. Wonder if there is any definitive answer.
