Warlock base not using charisma modifier?

We had this issue arise today when a warlock with +3 in charisma cast Eldritch blast and only had a +2 on the attack. Changing the "base" modifier to cha seemed to fix it, but leaving it as base seemed to use nothing.
Is this a bug? Intended? Am I doing something wrong?

I suspect that the correct Ability might not be set in the Power Group in which Eldritch blast resides. See the screenshot attached for how to do this.
