Can a player share "modules" / Purchases rulebooks if they are not the GM

So we have a game where we have switched DMs. We all have the full version and the first GM is trying to share his set of books (he is now a player), however the GM is unable to share these with other players.

Is this intended or is there a setting that allows a player in the game to share books that the GM can then by proxy share with the group?

Only the GM can share the content they own with the players. Players can't share their content to the GM or other players.
