Say you've started a campaign using the default d20 rules, but you want to add some houserules, that's all just update the houserules.xml and add it to the base.xml, no changes to character sheets or anything else.

Can you convert a campaign simply or do you have to start from scratch. Also what about your players, do they have to download and install the new ruleset outside the game or does Fantasy Grounds handle that?

If you update that ruleset, but just adding more to the houserules.xml does that propogate via FG or do the players need to download the new .xml file outside of the game?

The ruleset info is actually completely "host-owned", so that any changes you do to the ruleset should propagate to the clients without complications. The ruleset used by the campaign can be changed in \campaigns\[your campaign]\campaign.xml by substituting the ruleset folder's name in place of d20 below:

<ruleset name="d20"/>
So, no outside game downloading should be required. This hasn't been completely tested, however; therefore the 'should'.
