EDIT: They are provided as portraits (328 of them), that when selected as a character portrait can then be used as a token. Go to the DND5E portrait "bag" in the portraits window.

FG comes with a bunch to start with: animal, character and monster tokens (top down in pog and transparent background format) - activate the relevant token module.
