Hard cap on number of die rolled?

It seems that there's a cap of 30 or so for number of die rolled.

This is somewhat of an issue for high level play where disintegrate does 2d6 per caster level. You'd hit that die cap at level 15.

Yes it is a hard cap and yes it can impact at high levels.
You will need to roll twice in those situations.
