No longer needed - FG v3.1.3 includes this functionality.
Below is an extension that allows creating a list of quests within the usual campaign lists interface, linking these quests in story entries and exporting of quest entries into a module. Use of the resulting module doesn't need this extension.
Version: 2.0 - First full release.
Compatibility: CoreRPG based rulesets with Quest XP allocation via party sheets (3.5E, PFRPG, 4E, 5E, C&C, etc.) - there is currently an issue with drag/drop quests in 3.5E, PFRPG, 4E and C&C - hopefully Smiteworks will fix this issue at some point to provide full compatibility.
Download the "Quests Export.ext" file attached at the end of this post, place in your <FG App Data>\extensions directory and activate the "Quests Export" extension on the Load Campaign screen of Fantasy Grounds.
How it works
A "Quests" button is added to the desktop (this uses the standard, base CoreRPG button style):

This allows the opening of a standard campaign data list and the entry of quest records:

You can then use quests just like any other campaign data entity - drag/drop it in story entries, drag/drop it into the Party Sheet -> XP -> Quests section, etc.. (Note: currently drag/drop is limited to the 5E ruleset).
You can also export these quests into a module.
The "Quests" option is added to the Module Export window (right at the bottom, scroll down to see it):

This allows the GM to export Quests entered into the new Quests campaign data list.
Result
The exported Quests will appear in a Quests entry for this module in the library:
