Requirements: The 5E Ruleset?

Hi everybody,
I'm just getting started with using FG and I was purchasing some classes. The bard classes lists as a requirement "Requirements: The 5E Ruleset"
When I search the store for the ruleset, it doesn't have anything like that. Does it mean the core class pack? It also lists the Character customization pack, so I know it's not that. I've noticed a few things list "the 5E ruleset" as a requirement.

Is that something I need to buy?

The 5e ruleset is included in all licenses.
It is the game engine, mechanics, brains behind the system.
It doesnt contain any DATA though. It knows how to deal with a Cleric, with a sword, with a rest etc but it doesnt contain any info about these.
You can enter your own data in - or you can buy a licensed pack from the store.
