Like an idiot, I forgot that I actually can run a Windows 8.1 virtual machine on my Mac using VMWare Fusion, a great Windows emulator. If I wanted to run FG using a Windows virtual machine on my Mac, would I be able to re-download FG and use the same license I purchased from Steam for Mac?

Yes, you can use the same licence. Just not at the same time.
