Can anyone tell me if its possible to make something like Vow of Enmity where only the creature that applies that effect gets to benefit from in this case advantage? I have tried to read everything and tried about everything I can think of before asking. Searching the forums and reading the wiki has not helped me. I know if you use the target icon on the CT and drag and drop on the character that applied the buff that it will only grant advantage to who you dragged it onto.

Yes, it's called the "Effect Target", and it is set by either holding shift and dragging the effect to the target, or by having the GM use the Effect Target button in the combat tracker to set.

Indeed, there are many, many places to read stuff. I would suggest that you give TAS's thingie a thorough read and as someone else suggested in another post (and I will admit to plagiarising this shamelessly) have FG open at the same time as you read through it and actually do the stuff as you come to it. It really is good and you will learn muchly.
