When I look at the Kobold Barracks in the Dragon Hatchery it has "Enc:8. Kobold Barrack" and "Parcel:8. Kobold Barracks". As far as I can tell they are the same. What is the purpose (other than for setting up the combat tracker) of each?

This looks like an error - either there isn't a treasure parcel for this encounter and the option wasn't removed, or the treasure parcel wasn't created.
