Licensed by user or machine?

I am considering subscribing to the Ultimate monthly subscription and purchasing the Basic D&D 5E Rules Pak. Can I use the subscription & paks on 2 different PCs (not at the same time of course). Reason I ask is sometimes I would like to run my campaign on a desktop at home and other times on my laptop at a friends house. I would be the DM in both situations. So does the license essentially follow me wherever I go regardless of machine I use, or is the license tied to a specific machine?

The license is tied to a user, so SmiteWorks allow you to have it on multiple computers, but only use it for you and only on one computer at a time. So, what you describe will be fine...
