Enhanced Image

I could with enhanced image using the layer but low for the scenario, the intermediate layer for objects such as chairs, tables, chests, etc. and the highest layer to the thumbnails of monsters and characters right?
As master I can change these layers and move objects, but as a player and I only have access to higher layer or have access to all layers?

The players can only access the top layer.
