Party Sheet and Modifiers

When making a roll for the party (with or without an extension for the hotbar), any modifier in the Modifier Box only applies to the first PC of the group of rolls.

Is this by design, a bug, or just how it is?

It's just how it is. The modifier only applies to the next roll made; which in your case will be the first player on the list.

It's a limitation of how all the systems are put together. In the rulesets that allow party sheet group rolls, there is sometimes a field to adjust target value (skill/save) or bonus (attack).

Which ruleset and roll are you looking at? What was the situation?

PF/3.5e ruleset, skill use. Can't give the party a +2 bonus on a group skill check.
