Basically, it appears that in the 5E ruleset (3.0.9 live or 3.0.10 test) that conditional effects with a resulting effect of advantage or disadvantage don't apply the advantage or disadvantage - e.g. IFT: charmed; ADVATK doesn't apply the attack advantage if the target has the charmed condition, whereas IFT: charmed; ATK:2 would apply +2 to an attack roll if the target had the charmed condition.
