Disabling mouse wheel on numberfields

Hi, I want to disable the mouse wheel function when it is hovering on the numbers, but I can't do it properly on the option button, so I wanted to know how can I edit a ruleset so this option is already set when I load it.

isnt there an option to require ctrl+wheel?

The default option for every ruleset built using the CoreRPG base (3.5E, 4E, 5E, PFRPG, ...) requires the use of the CTRL key to modify a number field with the mouse wheel.

If you are developing your own ruleset, you can review the "number" template in the CoreRPG ruleset to see how it is done.
