Not a one-shot, but I've run a game of The One Ring which had 8 regular players for a while. All text, not a huge problem with keeping track except on occasion. I've found that 3 to 5 players is the ideal though.

For Fantasy Grounds, the most I've ever run is 8 for a 4E-demo one-shot.

As far as the most I've ever DM'd... that would be 23, dungeon-run style at a game convention while in college.

Incidentally, it was only 23 players for the first chamber. Then it was 20.
