So I was looking around for an easy way to convert books to library modules but there doesn't seem to be any.

The only way seems to be to pick through the XML files and paste all your data that way, which would be way more time consuming than it's worth.

Is there not just a quick text entry program that can take what you give it spit out the XML file/module for you?

Something as easy as being able to format text (bold, list, header, ect) and link it to other parts would be enough for the books I want, essentially so I can link to specific areas of a book within my campaign without having to have a few PDFs open slowing down the game.

How difficult would this be to create?

p.s.
I'm sure something like this has come up before, but using the search function I couldn't seem to find anything like it.

That'll be the Par5e project: https://www.fantasygrounds.com/forums/showthread.php?18123-Project-Par5e

Primarily aimed at the 5e ruleset, but it can do parsing for others as well (CoreRPG primarily).
