Can non-steam verison of FG connect to a steam verison?

Simple question if the GM purchases FGII through steam can players with non-steam version connect to him?

They're the same, except for the Steam launcher bit. The software just launches from a different folder. The important part is the license. If the GM has a Full version, then players must have the Lite license or better to join the game. If the GM has the Ultimate version, then a player will be able to join with unregistered or Steam demo version.

To make sure things are clear, the Steam version is the Full Version of FG - so yes, non steam or steam users can connect with him as long as they have a lite license or better.
