NPC Lock Button

Hi. I don't understand the usage about the NPC Lock Button. Some Modules have a RED LOCK BUTTON that cannot be opened, and some Modules have a BLACK LOCK BUTTON that can be opened and closed. How can I Change a selfmade Module from a Black Lock Button into a Red Lock Button?
