Is the Fog of War Broken

I'm running the pathfinder ruleset, and fog of war doesn't seem to be working at all. I am running the advanced images mod, so not sure if that's what broke it.

I'm running the pathfinder ruleset, and fog of war doesn't seem to be working at all. I am running the advanced images mod, so not sure if that's what broke it.
It only works on the bottom level and only on maps based off image (i.e. not maps with blank backgrounds).
