Adding Library entries from a ruleset?

I was pretty sure to have asked this already, but the search doesn't find anything…

Is there a way to add Library entries (like a page of text) from a ruleset, without having the GM needing to do download modules, install them, activate them, etc?

Only if ruleset implements such feature, like SW's Enhanced Library extension does.
