Assuming i create and export a module using only the base FG features (text and formatting), can i create a module that can be imported into say Savage Worlds or 3.5 dnd?

It depends what it contains. Story entries, Images & Maps and tables are generic and should work in other rulesets.
However, Personalities (and therefore Encounters), Items (and therefore Parcels) are usually specific to a ruleset and so wouldn't work correctly in another ruleset.
You'd also have to change <ruleset>CoreRPG</ruleset> entry in definition.xml.

You should be able to use <ruleset>Any</ruleset> or simply omit the ruleset tag altogether in the definition.xml file to allow it to be visible inside any ruleset. As Trenloe says though, only the base Story and Images/Tokens will likely work with all rulesets. Tables will work assuming the target rulesets supports tables (CoreRPG v3 compatible and some of the older v2.9 rulesets only).

that was my suspicion...to truly make a universal module i would need a definition.xml for each ruleset....thanks!!

Hmm, just to make sure you are clear. You don't new a definition.xml file for each ruleset - you could set the module to be able to be loaded by any ruleset. This would probably work with story text and images but not with NPCs, items or anything that groups them.

Depending on what you are working on, You can create a setting module, which would have no specific rules from a particular system and then a module for specific rules set information: equipment, feats or edges, powers or spells, etc.
