Ruleset vs Extension

I am wondering if there are any major differences between a ruleset and an extension other than where they are located and what the starting files are labelled. In terms of 'what it can do' is there a big difference?

Yes, they are very similar.

The main difference is that the ruleset is always loaded first, and extensions load after. The extension load order is alphabetical, unless load order is defined in the extension.xml file.

Any components defined in the extension will override the components defined previously.

In v3.0 beta, some components can be partially overridden.
