If I have a ruleset as a GM do my players also need to buy it to play my game?

Just to expand on this... Andraax is correct, the players don't need to buy the ruleset, all that is needed to play is downloaded from the GM when the player connects to the campaign.

However, there are some minor limitations in not having the ruleset as a player:

Some rulesets (most notably Castles and Crusades) won't allow the players to access the reference library within Fantasy Grounds without having purchased the ruleset. This is a release/licensing decision made on a per-ruleset basis.
If the player has at least a lite license, they won't be able to use the "Manage Characters" functionality to freely create PCs for a ruleset they don't own. Mind you, some rulesets don't actually "support manage" characters, so this isn't too much of an issue.
