Is there a way to import npc stat blocks into Fantasy Grounds?

You'll need to provide more information such as what ruleset you are referring to and what you mean by npc.

For 4e if you mean a true non player character with a character sheet then yes you can import it the same way you import a character. Then you can use the Dr. Zeuss extension called Tree of Life to turn that into a monster statblock so you can run it as the DM without it interfering in xp splits or loot splits.
