Hello, I am new to FG, and do not quite understand all the different rulesets.Can someone help me by explaining them to me?

Rulesets are role-playing game specific files that define how Fantasy Grounds looks and interacts with users.
They are installed in the Fantasy Grounds data folder, under the rulesets subfolder. They can be installed as a single compressed PAK file, or as a subdirectory containing all the files.
The rulesets for 4E, 3.5E and PFRPG are included with the standard Fantasy Grounds install. Additional "official" rulesets are available through the Store link at the top of this page. (Rolemaster, Savage Worlds, etc.) And, community-created rulesets can be found in the Library section of the website.

As a note, if you GM has the ruleset, you can play without needing to purchase it (you will need which ever ruleset to run), but your system and connection will be smoother if you have the ruleset. You will also be able to look at your character outside of being connected to the host as well. There might be other benefits to having ruleset, but I don't know all of them.

All good answers but I think you might want something a bit more general. FG is the table, dice and battlemap in a face to face game. FG Rulesets are which RPG game you are playing at the table with the battlemap and dice.
Basically, rulesets configure FG toward being more optimized for a specific RPG. For simple RPGs you need very little customization in a ruleset, while for those with more elaborate rules the rulesets tend to be much more complex.
