Question about offline character building

If a player purchases the player version and connects to the GM and gets a ruleset, can they later sit at home offline and create characters with that ruleset? I have a friend that is interested in purchasing the lite if he can to compliment me getting the GM version plus the Rolemaster rules.

They can see characters already created and used in a campaign, but can't create local characters. For that you'd need a local copy of the ruleset and also not all rulesets support local characters.

Not currently. The ruleset must be loaded on the machine which is hosting or creating characters. In those situations, the GM can leave the server running and allow players to connect to create characters.
