4E 2.9a - Marked condition doesn't work?

Since the update, it seems that the marked condition doesn't factor into attack rolls. Did something change? Is it just broken, or are marks handled differently now?

I second this. The last time I played the Marked condition was not functioning as expected (ie. reducing attack rolls against targets that aren't the origin of the condition).

Yep - same here. Does not appear to be working.
