2.9 Can't Make Encounters

I finally updated to 2.9 yesterday, so hopefully I didn't miss this issue elsewhere:

I can't create or prepare encounters ahead of time. Did the method to do this change or am I just missing something? I can add things to the combat tracker, but there's no options I can find to save encounters ahead of time.

I'm using Pathfinder ruleset without any other extensions.

The encounters button is now a tab inside of NPCs. Just click the tab and its the same from as it was in previous versions.
