I am considering purchasing a full license of Fantasy Grounds. I want to get started on my campaign now, but will more than likely be getting a new PC in a few months. So before I purchase, I just want to make sure I can transfer Fantasy Grounds and any of my work over to the new computer without any issues.

As long as you uninstall from the old machine, there is no problem with the license.

For the material, all of the data you create can be found in the FG Data Folder (accessible via the FG Start Menu entry).

On Windows 7/8, it ends up being:
C:\Users\(User)\AppData\Roaming\Fantasy Grounds II

I had no issues when i got a new PC late last year, just copy your app data folder
