I'm not really finding this answer anywhere, if I buy the ultimate license and GM a game does that mean all of my players will need licenses too?

If you buy the ultimate license, your players will not need to buy licenses. The players will not require a license because the ultimate allows unregistered clients to game with you. When they install FG, they would just use the unregistered client option and then they will only be able to connect to an ultimate license holder.
If one of the players wanted to GM, then they would need a ultimate license if the rest did not want to buy licenses or buy a full license and the rest of the group would need to buy lites.

some rulesets also do not deliver the content to the players unless they buy ruleset too. this is ruleset specific and often doesnt matter.
eg i have an ultimate license and castles&crusades ruleset. the players who dont have the ruleset and those that have unregisterred versions cant access the players handbook for example. they can still cast spells, go up levels, fight monsters etc but they cannot access the ruleset content.
in my current group i have 3 unregisterred players and 4 with licenses and only one of those also has the c&c ruleset.

ruleset license issue not sharing issue
if the players want access they need to also buy a license

The modules are deliberately set as "client" so the players need them installed locally (buy and install the ruleset).
