my question is how can i re-skin these files?
I noticed you can make an extension that just over rides the graphics and changes them.
not too sure how to open the files, i tried a free .PAK opener program but it failed.
does anyone know of a good re-skin currently available?

You, in part, answered your own question. Rulesets can be skinned using an extension to override the ruleset graphics. 3.5E I believe ships with a few Theme extensions (Metal, Dungeon and Wood). These should be available for selection in the Extensions window of the launcher.
To unpack the ruleset file (or extensions for that matter), just use WinZIP, WinRAR (Windows), unzip (Linux) or Stuffit Expander (Mac OS X).

thank you. i knew i was able to reskin the ruleset thru the .pak file but i couldn't get it to open.
so i then realized the ext. files can reskin too so i knew i could but i didn't know hoe to open one so i could edit the file. never thought of just trying to use 7zip ect.
all in all thank you. im going to start making a reskin i guess :D
does anyone have any already? and if there isn't any copyrighted material can i post them on the forums for every body to use?

That is correct. You can post anything for others to use as long as it doesn't contain any images or intellectual property from another company or person.
