It depends on your gaming group.

You need 1 license to host (either Full or Ultimate). If you get an Ultimate license, then the players can just download and install as Unregistered users. If you get a Full license to host, then the players each need to purchase a Lite license. Also, you get a bundle discount for buying multiple Full/Lite licenses in a single order.

For Deadlands, the person who is hosting also needs to get a copy of the Savage Worlds ruleset and the Deadlands extension. This ruleset and extension comes with the books as modules for FG.

For Pathfinder, the ruleset is built-in, but only minimal data is provided. There are several community projects to build more Pathfinder data into modules. You can search on the forums for more information.

For Deadlands, it uses Savage Worlds as the base now... just like the printed books do. After the license, you'll need:

Required:
Savage Worlds Ruleset v3.2 for Fantasy Grounds
Deadlands Reloaded: Marshall's Handbook and Extension (version 1.10)
Deadlands Reloaded: Players Guide (version 1.10)

Optional:
Deadlands Cardstock Cowboys: Weird West #1
Cardstock Cowboys: Weird West #2
Any of the Deadlands adventure modules (you can also just create your own)

Some of the other Savage Worlds Settings work well with it too. I've used monsters from Rippers, the Horror Companion and even Hellfrost within my personal Deadlands campaign. There is also a token pack for Rippers available that has some re-use. The PCs are mostly Victorian age though.
