How do I control Image size?

What determines how big the image window will be onscreen and what do I need to do to make it bigger or smaller? For example, the Tarot card image I have takes up a lot of space when I call it up. I would like to make it about half the size, but changing the pixels, or the inches, just lowered the resolution, it didn't change the window size.
