Is this true?

PC's have to target the creature they want, then double clpck the power/attack they want to use?

But as a DM, I can simply drag from a power and place it on a target and roll against that target.

Not strictly.

Both the 4E and 3.5E rulesets allow PCs to drag/drop attacks/damage etc. However you have to first enable 'Target: Enable PC Actions' from the Ruleset options (top right corner of desktop, button with a tick).

In addition this will only work for CT linked PC and NPCs.

Which ruleset are you using?

That option was the culprit. I'm using 4e ruleset. Thank you =)
