Can anyone tell me what the <sets> tag (in db.xml under <charsheet> ... <skilllist>) does? I'm using the d20 ruleset, but I suspect this tag exists in other rulesets.

I think it is used to distinguish between the class/cross-class skills for multi-classed PCs. But I could be wrong, as it's been too long since I looked under the hood of the d20 ruleset.

The layout and tags used in the db.xml file are specific to each ruleset. There is a lot of reuse in rulesets, so you may see some similarities between ruleset campaign database files.
However, I think sets is unique to the d20/3.5E rulesets, and is specifically used to handle skill point allocation and tracking trained skills across multiple classes. I always had a hard time using that feature in the d20 ruleset, so I would just enter the skill values manually anyways.
