If I buy a full version and a lite version on one account can I give the key for the lite version to another player? And if I can, do they have to make their own account?

Yes you can but once he installs it, its his. That's how most groups get a bundle discount. If you buy several copies of fulls and lites you will get a discount, then have your friends pay you and give them their license keys.
