Crennelated Wall tiles

Hey guys ,
I need to make a map where a section has some crennelated walls that offer some cover if one is prone. to make things worse I also have to make a water channel lower level . So ill end up with three different elevations. :(
Does anyone know the best way to accomplish this ? Ive been monkeying around with it in gimp but the closest Ive gotten has been sub-par at best.
