So (this is most likely debatable but) which is the best? Does both rule sets allow for characters from all 6 nWoD games (Vampire, Werewolf, Mage, Changeling, Promethean, and Geist)?

I'm probably biased, but I generally prefer Foen's version of materials. He puts a lot of effort into making a solid ruleset. This one also supports the various systems as well.

It says on wiki,
This version (0.23.110) is distributed as a PAK ruleset: there have been problems transferring the ruleset from host to client, so this distribution method allows each client to install the ruleset locally and overcome any ruleset transfer issues.
Is there any issue with players who only have the FG II Lite license installing this?

To be honest though, the ruleset only fully supports Vampire and Mage, the other genres are covered by placeholders only - that is, it is left to someone else to build the fully-working character sheets.
You can download both my version and PneumaPilot's version and try them both out - just remember that they are not cross-compatible: while you can cheerfully run both alongside each other (like running 4e and Call of Cthulhu on the same PC), you can't convert a campaign built for one WoD ruleset to work with the other one.

Yea i guess its not THAT big of a deal, what im looking for is just a functional character sheet that can be used with each of the different games. Even if some of the details aren't covered I suppose "specific" powers not included on the sheet can just be entered into notes somewhere. I'll try em both em out. Thanks.
