Just trying to re-skin FG.

Created this Chatbox (using same Dimensions as the default one):

It gets butchered like so:

Is there something I can do to alter how FG handles the chatbox frame?

Your chat frame graphic appears to be wider than the chatpad itself and as your using a rather nice pattern and gradient color scheme when FGII is attempting to 'resize' the graphic to fit the chatwindow (by tiling regions of the graphic), your seeing the slice points and color variances between the regions, hence the 'sliced lines'.

You need to adjust the frame definition (top-left, top, top-right, left, middle, right, bottom-left, bottom, bottom-right), to match your new graphic or adjust the actual graphic itself to make it as close in size to the intended chatwindow size. As the chatpad is special in that it is also defined as a panel which can capture dice drops the former option (framedef adjustment) might be trickier to do and you may also need to adjust the panel (not sure).

For the background image, you might want to consider creating a tileable graphic image, that way when FGII is run at different desktop resolutions the background image will look seamless (with no divides).

So I futzed around with it some more, and got the chatbox to work at my desired resolution.

(Nothing like Rovagug to keep your players in line)
